Corps reviews Newberg permit application

Extends comment period on Bradwood Landing to Dec. 18

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing two applications for Department of the Army permits for certain work in waters of the United States. The public notices regarding these permit applications were issued during the week of Nov. 26.

Public Notice NWP-2007-935, requested by Springbrook Properties. The project area is located on about 450 acres of land in Newberg, Ore. The applicant proposes to build a residential subdivision and village center containing shops and restaurants.

The proposed project will impact about 3.67 acres of wetlands and .44 acre of other waters. The applicant has proposed to purchase credits from the Mud Slough Wetland Mitigation Bank to compensate for those impacts.

Comments on this proposal must be received by Dec. 29.

Public Notice NWP-2005-399, requested by Bradwood Landing, LLC. The applicant proposes building a terminal and pipeline for importing liquefied natural gas.

The terminal would be located at the area known as Bradwood Landing, near Wauna, Ore.

The pipeline would extend about 18.9 miles from the terminal site to Port Westward, where it would cross the Columbia River at River Mile 54 and surface on the Washington side near Germany Creek. The pipeline would then extend in an easterly direction to connect to an existing pipeline near Interstate Highway 5.

The proposed project would permanently impact about 14 acres of U.S. waters. The applicant has proposed more than four acres of tidal restoration and wetland enhancement for each one acre of wetland impacted by the project.

The original public comment period for this project expired Nov. 19; the Corps has extended the public comment period to Dec. 18.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests. A copy of the public notices may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
