Corps reviews Detroit Reservoir permit application

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing an application for a Department of the Army permit for certain work in waters of the United States. The public notice regarding this permit application was issued during the week of Nov. 5, 2007.

Public Notice NWP-2007-859, requested by the Detroit Ranger District, U.S. Forest Service. The project area is located at Mongold Day Use Area, Detroit Reservoir. The applicant proposes to extend an existing boat ramp, build a new low-water boat ramp, improve an existing access road and build a parking area.

About 12,925 cubic yards of material would be excavated below ordinary high water; 8,895 cubic yards would be placed below ordinary high water. The applicant has provided a proposed riparian habitat enhancement to offset impacts to the reservoir shoreline and adjacent areas.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on this permit request. Comments must be received by Dec. 4, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
