Corps reviews permit applications from Albany, Warrenton, Lebanon and Oregon City, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing four applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of June 25, 2007.

Public Notice NWP-2007-558, requested by the City of Albany. The applicant proposes to dredge about 75,000 cubic yards of sediment from about 4.9 miles of the Santiam-Albany Canal. The proposed activity includes ensuring adequate flow capacity through the Santiam-Albany Canal to comply with a Federal Regulatory Commission hydropower license, as well as to help avoid the potential for overland flooding and protect against bank sedimentation and erosion hazards that would degrade flow capacity in the future. Public Notice NWP-2007-523, requested by Warrenton High School. The project is located in wetlands immediately adjacent to Warrenton High School, near the Skipanon River in Warrenton, Ore. The applicant proposes placing fill in 0.91 acre of wetland to construct a softball field. The fill would measure 240 feet long by 100 feet wide and a depth of 6 feet. Public Notice NWP-2007-479, requested by Western Warehousing. The project is located on about 17 acres of land located west of the ENTEK International facility in Lebanon, Ore. The applicant proposes to construct a 75,000 square foot warehouse and three railroad spurs for the operation of the ENTEK facility. The proposed wetland impact would be 2.06 acres of land currently in rye grass production. Comments must be received by July 25, 2007. Public Notice NWP-2007-471, requested by Clackamas Community College. The project is located at 19500 S. Molalla Ave., near Oregon City, Ore. The applicant proposes construct a redesigned water quality facility. Proposed activity includes reconfiguring existing wetland, former settling ponds and excavated channel into a hydrologically continuous system in order to improve the quality of water within the Environmental Learning Center and to reduce peak flows into Newell Creek. Comments must be received by July 25, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
