Corps of Engineers review permit application from Empire and Portland, Ore.

PORTLAND, Ore. -- The U.S. Army Corps of Engineers is reviewing three permit applications requesting a Department of the Army permit for certain work in waters of the United States. Public notices regarding the permit applications listed here were issued the week of June 11.

Public Notice NWP-2007-5, requested by the Oregon International Port of Coos Bay, is for a project located in Coos Bay, between miles 5.5 and 15, near Empire, Ore. The Port is requesting authorization to dredge up to 57,000 cubic yards of material annually to maintain access to 17 existing deep-draft docks on Coos Bay. Dredged material would be discharged at either a confined upland site or a U.S. Environmental Protection Agency-approved Ocean Dredged Material Disposal Site. The proposed authorization would be a continuation of Department of the Army permit number 200100673, which expired Jan. 31, 2002. If issued, the permit would be valid for five years. Public Notice NWP-2007-195, requested by Vigor Industrial, Inc., is located at Willamette river mile 8.2 in the dry dock area adjacent to Pier C, within the Portland Shipyard area of Swan Island in Portland, Ore. The proposed project would return the basin to its original design depth by removing 1,110 cubic yards of sediment from 0.19 acre within old dry dock basin #3. Return water from the dredged material would be discharged back into the Willamette River and dredged material would be disposed of at an approved landfill. Comments must be received by July 13. Public Notice NWP-2001-368, requested by Rodgers Marine, is located at Columbia River Mile 109 in Portland, Ore. The proposed project would maintain the originally authorized depth for the marina by dredging up to 5,000 cubic yards of material one time during the five year permit timeframe. Material would be dredged using a suction dredge and discharged into the main flow of the Columbia River about 150 to 200 feet from the end of the marina. Comments must be received by July 13. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests. The Corps will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
