Corps reviews permit applications from Hillsboro and Jefferson, Ore.

PORTLAND, Ore. -- The U.S. Army Corps of Engineers is reviewing two applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of June 4, 2007.

Public Notice NWP-2007-125, requested by Centex Homes. The project is located on the southeast corner of SE 247th Avenue and SE Alexander Street in Hillsboro, Ore. The applicant proposes to develop a 112-lot housing subdivision as part of the Witch Hazel Village Community Plan. The proposed action would discharge fill material into 0.68 acre of potential waters of the United States. Comments must be received by July 6, 2007. Public Notice NWP-2007-361, requested by Knife River. The project is located in Jefferson, Ore. The applicant proposes excavating a fish egress channel that would connect a sand and gravel pit to a slough tributary to the Santiam River. Currently during high flows fish can become trapped in the gravel mining operation and this channel would allow fish to continue migrations. Comments must be received by July 5, 2007. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests. The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
