Corps reviews permit applications from from Hood River, Portland and Sweet Home, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of April 16, 2007.

Public Notice NWP-2007-055 requested by the City of Hood River. The project is located along the Columbia River at river mile 168.5 in Hood River, Ore. The applicant proposes constructing a city park, swimming beach and attendant features for a year-round, multi-use community location. The proposed actions would remove about 4,750 cubic yards of riprap and sand fill materials and would place about 2,450 cubic yards of fill material for the new beach. Comments must be received by May 16, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-029, requested by CLD Pacific Grain. The project is located on the Willamette River at CLD Pacific Grain’s dock in Portland, Ore. The applicant proposes dredging between 200 and 1,000 cubic yards of sediments near the dock to maintain a suitable depth for the safe moorage of barges. Dredged sediments have been deemed unsuitable for in-water disposal; further the applicant will place a minimum of six inches of clean sand to cap the newly exposed dredged surface. Comments must be received by May 16, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-525, requested by Highland Excavation and Trucking. The project is located at Langmark Field, south of Airport Road near Sweet Home, Ore. The original public notice stated that the applicant proposed permanently filling 0.99 acre of wetlands A, E and G. This revised public notice states that the project has changed. The applicant now would permanently fill 1.55 acres of wetlands A, E and G. The proposed actions would create upland for a residential subdivision. Comments must be received by May 16, 2007. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
