Corps reviews permit applications from Monroe, Portland, Oregon City, Government Camp and Harrisburg, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing six applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of April 2, 2007.

Public Notice NWP-2007-149, requested by the City of Monroe. The project is located north of Highway 99W just east of the Long Tom River in Monroe, Ore. The applicant proposes improvements to existing wastewater treatment facility by constructing a 7-acre treatment pond, new inlet structure and a new disinfection building. The proposed actions would impact about 0.51 acre of wetland. Comments must be received by May 7, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-1997-114, requested by the Ash Grove Cement Co. The project is located on the Willamette River at river mile 10 in Portland, Ore. The applicant proposes removing about 22,400 cubic yards of sand, sit and clay from in front of the Ash Grove Cement Co. docks to maintain adequate depth for ships using the dock. The proposed action would inpact about 5.66 acres. Comments must be received by May 7, 2007. A copy of the public notice may be found at http://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2007-159, requested by the City of Oregon City. Project is located at Jon Storm Park along the Willamette River in Oregon City, Ore. The applicant proposes constructing a multimodal trial, a cantilevered overlook, installing a debris deflection boom upstream of an existing transient dock and protecting two pilings which are vulnerable to failure. Public Notice NWP-2007-204, requested by the Port of Portland. The project is located at Terminal 2 in Portland, Ore. The applicant is requesting a two-year permit to perform maintenance dredging at Terminal 2. The proposed actions would remove up to 12,000 cubic yards of material annually during approved in-water work periods. Comments must be received by May 4, 2007. Public Notice NWP-2005-305-1, requested by Mount Hood LLC. The project is located in Collins Lake wetlands in Government Camp, Ore. The applicant was previously permitted to complete work in or near Collins Lake to expand on existing Collins Lake Lodges by constructing the West Lodges, access road, a business/real estate office and exercise room. The proposed action includes filling about 1,160 cubic yards of material in four wetland parcels. Comments must be received by May 24, 2007. Public Notice NWP-2007-198. The project is located about one mile northwest of Harrisburg city center in Harrisburg, Ore. The applicant proposes filling about 3.91 acres of wetland with 6,308 cubic yards of fill to construct an RV park, motel and restaurant. Comments must be received by May 2, 2007. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
