Corps reviews permit applications from Brookings and Idleyld Park Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing two applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Jan. 8, 2007.

Public Notice NWP-2007-196, requested by Tidewater Contractors. The project is located on the Chetco River near Brookings, Ore. The applicant proposes to harvest up to 20,000 cubic yards of in-stream aggregate per year, and up to 100,000 cubic yards during the five-year permit term, from a river bar on the south bank of the Chetco River. The proposed work has been conducted annually at the site for about 25 years. Comments must be received by April 21, 2007. Public Notice NWP-2007-265, requested by PacificCorp. The project is located on the North Umpqua River at the company’s North Umpqua hydroelectric facility at Soda Springs Dam near Idleyld Park, Ore. The applicant proposes discharging up to 4,200 cubic yards of clean bar-run gravel and sand below the ordinary high water mark to construct an access road and temporary cofferdam to dewater the work area. The proposed project would provide a fish screening tailrace barrier on the dam to prevent injury to salmonids. Comments must be received by April 21, 2007. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered.

If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
