Corps reviews permit applications from Eugene, Brookings and Springfield, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Jan. 8, 2007.

Public Notice NWP-2007-007, requested by Cone Investment. The project is located in lot No. 13 in the northwest corner of the Greenhill Technology Park in west Eugene, Ore. The applicant proposes to construct a church and associated buildings as part of phase 2 of developing Greenhill Technology Park. The proposed action would permanently impact 8.18 acres of palustrine emergent wetlands. Comments must be received by Feb. 8, 2007. Public Notice NWP-2006-927, requested by Freeman Rock. The project is located in the Chetco River from river mile 4.5 to 5.5 near Brookings, Ore. The applicant proposes to remove up to 100,000 cubic yards of aggregate annually, up to 500,000 cubic yards over the 5-year life of the permit. Comments must be received by Feb. 18, 2007. Public Notice NWP-2007-004, requested by SC Springfield. The project is located just north of Highway 126 at the northwest intersection of Marcola Road and North 28th Street in Springfield, Ore. The applicant proposes constructing a combined commercial/residential development and associated infrastructure, which would impact up to 1.39 acres of wetland and other waters of the United States. Comments must be received by Feb. 16, 2007. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered.

If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
