ODOT seeks Corps permit for project in Waldport, Ore.

Portland, Ore.-The U.S. Army Corps of Engineers is evaluating a permit application from Oregon State Department of Transportation for a project at the Alsea Bay Interpretive Center in Waldport, Ore.

The proposed work would help prevent the gathering of sand and woody debris in the parking lot.

The applicant proposes to excavate a 125-foot-long, two-foot-deep ditch adjacent to the parking lot. Environ blocks, each measuring four feet wide, three feet high and seven feet long, will be placed in the ditch to serve as a wall. A spillway will be constructed at the south end of the parking lot to provide storm-water discharge from the parking lot.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its permit decision.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties in order to consider and evaluate the impacts of this proposed activity on endangered species, cultural resources, water quality, general environmental effects, and other public interest factors.

The Corps will evaluate the permit request under Section 10 of the Rivers and Harbors Act of 1899, for work in or affecting navigable waters of the United States, and Section 404 of the Clean Water Act for discharge of dredged or fill material into waters of the United States.

A permit will not be issued until the Oregon Department of Land Conservation and Development has concurred with the applicant's certification that the described activity affecting land or water uses in the Coastal Zone complies with State Coastal Zone Management Program, Section 307 of the Coastal Zone Management Act of 1972.

Also, a permit will not be issued or denied until the Oregon Department of Environmental Quality has certified that the project complies with Section 401 of the Clean Water Act.

Preliminary determinations indicate that the described activity will not affect endangered species, or their critical habitat designated as endangered or threatened, under Section 7 of the Endangered Species Act of 1973.

The proposed project is not located on property registered in the latest version of the National Register of Historic Places. This notice has been provided to the State Historic Preservation Office. The U.S. Army Corps of Engineers is evaluating a permit application from a Bonanza, Ore., citizen to perform stabilization work on a section of Barnes Creek.
