Corps reviews after-the-fact permit for road in Astoria

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing an after-the-fact permit application from Mr. Jon Riekkola requesting a Department of the Army permit for certain work in waters of the United States.

Public Notice 200500132 provides permit application information from Riekkola. The project involved construction of a 320-foot long by 22-foot wide road across wetlands adjacent to a tributary to Youngs Bay in Astoria, Clatsop County, Ore. The work also included excava-tion/creation of two drainage ditches on site. The northern ditch creation impacted an area measuring approximately 289 feet long by 3 feet wide by 3 feet deep. The southern ditch creation impacted an area measuring approximately 436 feet long by 3 feet wide by 3 feet deep.

The native material excavated from the ditch was side-cast into wetlands and will be returned. Once the ditches are filled, the areas will be re-vegetated with native plants. The total project impacted about 0.78 acres of waters of the United States. The applicant proposes to keep the road in place to allow access to future residential sites, but has proposed additional work. The applicant would install two 12-inch diameter culverts, install rock weirs and geotextile fabric at excavated ditch outlets, fill two excavated ditches and re-vegetate, enhance about 0.57 acres of on-site wetland, construct a 3-foot wide by 1-foot deep bioswale to capture high flow events and help treat roadway runoff before it enters the wetland, the applicant would be responsible for a five-year monitoring to ensure at least 80 percent survival of plantings and non-native plant species will not exceed 20 percent at any time, at the end of the monitoring period the applicant shall demonstrate at least 30 percent native herbaceous plant cover.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters.
