PORTLAND, ORE. -- The U.S. Army Corps of Engineers is reviewing three permit applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of March 28, 2005.
Public Notice 119799725m requested by SP Newsprint Corp. Project would involve maintenance of applicant's two water intake screens at Rogers Landing along the Willamette River in Newberg, Ore. Public notice 200500082, requested by the City of Dallas. Project would be located in wetlands adjacent to unnamed tributaries to Rickreall Creek. Proposed actions include placing fill materials into wetlands and intermittent streams to construct roads and 137 residential lots in the city of Dallas. Comments must be received by May 2, 2005. Public Notice 200500043, requested by the Port of Astoria. Project would be located at the Port of Astoria's docks, slips 1 and 2 on the Columbia River. Proposed actions include replacing some 375 fender piles over five years, replacement is done to ensure structural integrity of the port's barge loading and unloading area. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.
The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decided on the appropriate and practicable compensatory mitigation for each proposed project.
