Corps reviews applications: Lower Columbia Slough, Portland, Peoria, Salem and Pendleton ORE

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing four permit applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during February 2005.

Public Notice 200500064, requested by the City of Portland. The proposed project is to restore wetland and off-channel habitat in the lower Columbia Slough. Actions would include removal of a fish passage barrier, alcove enhancement, backwater habitat enhancement and historic slough enhancement. Comments must be received by March 17, 2005. Public Notice 200400171, requested by Loren J. Smith Farms. The project is located in the

middle channel of the Willamette River, about one mile north of Peoria, Ore. The proposed project would maintain summer flows in the middle channel to improve fish habitat and provide water to the applicant’s downstream irrigation pumps. Public Notice 200400666-1, requested by Cascadia Development. The project is located in wetlands adjacent to the West Middle Fork Pringle Creek in Salem, Ore. The purpose of the project would be to construct a business/commercial center to meet increased demand for flexible business office and warehouse space in the Fairview Industrial Park. The proposed project would impact about 2.5 acres of wetland. Comments must be received by March 10, 2005. Public Notice 200400831, requested by the Confederated Tribes of the Umatilla Indian Reservation. The project is located in the west fork of Birch Creek, near Pilot Rock, Ore. The project’s purpose is to restore fish passage and migration above and below an existing diversion dam. The project would impact about 0.25 acre of U.S. waters. Comments must be received by March 28, 2005. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/notices/200400831.pdf.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
