Portland, Ore. -- Norman Bloom, a 1979 graduate of Marshfield High School and the administrative officer for the Portland District, U.S. Army Corps of Engineers, at the William L. Jess Dam in Trail, Ore., was chosen by his class to speak at the USDA Graduate School's Aspiring Leader Program commencement.
The Aspiring Leader Program develops leadership, teambuilding, networking, writing and oral communication. The graduation ceremonies were held in Gettysburg, Pa., and marked the end of 6 months of intensive training including 3 weeks in Williamsburg, Va., and Gettysburg, Pa.
Bloom is responsible for preparing and monitoring the Rogue River Basin Project's operating budget and assuring that funds are distributed appropriately to the different departments. He also monitors work performed by the administrative staff and serves as the project's equal employment opportunity counselor.
Corps projects in the Rogue Basin are operated to serve multiple needs: flood damage reduction, irrigation, fisheries, water supply, water quality and recreation. The Corps' goal is to effectively balance these competing needs to serve the region and its people.
