Corps reviews Grants Pass, Central Point permit applications

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing two applications for Department of the Army permits to conduct work in waters of the United States. The public notices regarding these permit applications were issued during the week of Dec. 30, 2007.

Public Notice NWP-2006-272, requested by Kirk Chapman Construction, LLC. The proposed project is located adjacent to Fruitdale Creek in Grants Pass, Ore.

The applicant proposes to develop a residential subdivision. A total of .33 acres of wetlands would be filled, and up to 960 feet of Highline Canal would be placed in a pipe under the development.

The Corps will decide if the applicant’s proposal to create .33 acres of new wetlands along Fruitdale Creek is appropriate and practicable compensatory mitigation.

Comments on this proposal must be received by Feb. 1.

Public Notice NWP-2007-269, requested by Rogue Valley Sewer Services. The proposed project is located along Kirtland Road’s southern public rights of way and sewer easements near Central Point, Ore.

The applicant proposes to develop sewer services for a new residential subdivision. About .53 acres of wetlands, .04 acres of vernal pools and .03 acres of riverine habitat in Whetstone Creek would be impacted.

The Corps will decide if the applicant’s proposal to remove invasive vegetation and restore native plant species and hydrological functions in Whetstone Creek is appropriate and practicable compensatory mitigation.

Comments on this proposal must be received by Feb. 2.

The Corps is soliciting comments on these proposals from the public; federal, state and local agencies; Indian Tribes; and other interested parties. The public notices which provide more information are available at http://www.nwp.usace.army.mil/op/g/public.asp.

The Corps issues or denies permits under authority of Section 404 of the Clean Water Act for discharge of dredged or fill material into U.S. waters, and Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
