Corps reviews permit applications from Eugene, Gold Beach and Umpqua, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Oct. 31, 2006.

Public Notice NWP-2006-765, requested by the City of Eugene Public Works Engineering. The project is located parallel to the “A” Channel of Amazon Creek in west Eugene, Ore. The applicant proposes to expand the City of Eugene’s wastewater service to the city’s western reaches by placing a 48-inch diameter pipe from the intersection of Terry Street and Roosevelt Boulevard to the Barger pump station. Comments must be received by Dec. 27, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-808, requested by Rogue Mail Boat Service. The project is located between Gold Beach and Agness, Ore. The applicant proposes to dredge navigation channels using the propeller of a boat anchored to the shore, also known as prop-washing, in order to enhance access for commercial jet boats through shallow reaches of the river during low flow conditions. Comments must be received by Dec. 30, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 200600300, requested by Buckwalter Sand and Gravel. Project is located at river mile 102 in the Umpqua River near Umpqua, Ore. The proposed project would obtain materials including sand, gravel and rock for commercial applications. The applicant proposes to dredge up to 10,000 cubic yards of gravel annually from the Umpqua River at Shambrook Bar. This gravel bar has been mined in past years, with an annual removal of between 2,000 and 5,000 cubic yards. Comments must be received by Nov. 30, 2006. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
