Corps reviews permit applications for Klamath Falls, Merlin and Eugene, Ore

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Nov. 20, 2006.

Public Notice NWP-2006-862, requested by Carling of America. The project is located on Harris Creek and its tributaries near the city of Merlin, Ore. The applicant proposes filling an estimated 4.16 acres of wetlands and 1.21 acres of streams to construct a new destination resort with an 18-hole golf course, residential and guest housing and associated roads and facilities. Comments must be received by Dec. 21, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-770, requested by Eugene Water and Electric Board. The project is located in tributaries and adjacent wetlands south of Roosevelt Boulevard and east of Beltline Highway in west Eugene, Ore. The applicant proposes relocating EWEB’s administrative, operations and maintenance facilities to this site and would include constructing access roads, an equipment storage yard, buildings, parking areas, storm water bio-swales and installing utility lines. Comments must be received by Dec. 19, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-868, requested by Klamath Falls Municipal Airport. Project is located at the Klamath Falls Airport near the city of Klamath Falls, Ore. The applicant would fill about 23.07 acres of wetlands as part of the Bird Strike Hazard Abatement project, which consists of installing drain pipes, a pump station and back filling drainage ditches and wetland areas. Comments must be received by Dec. 21, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
