Corps reviews permit applications from Kalama,Wash., Happy Valley and Portland, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of Nov. 20, 2006.

Public Notice NWP-2006-867, requested by the Port of Kalama. The project is located along the Columbia River near Kalama, Wash. The applicant proposes placing 50,000 cubic yards of sand in about 2.1 acres of wetlands for site development, which includes a new rail loop railroad to accommodate up to 135 train cars. Comments must be received by Dec. 22, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 199901500, requested by Ross Island Sand and Gravel. The project is located at Ross and hardtack Islands along the Willamette River in Portland, Ore. The Corps originally issued a permit on Aug. 31, 2000, to remove sands, gravels and cobbles for commercial sales.

The applicant is requesting a new permit to continue reclamation activities (placing fill in waters of the United States) to restore aquatic function and enhance the Ross Island area.

Comments must be received by Dec. 22, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice NWP-2006-888, requested by Newland Communities. Project is located south of the intersection of Sunnyside Road and 162nd Avenue in Happy Valley, Ore. The applicant would fill about 2.28 acres of wetlands and other waters in order to construct a residential housing complex. Comments must be received by Dec. 21, 2006. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered.

If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
