Corps reviews permit applications for Winchester Bay, Eugene and Brookings, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of May 1, 2006.

Public Notice 199400565/4, requested by the Salmon Harbor Marina. The project is located on the Umpqua River at the east basin launch of the Salmon Harbor Marina in Winchester Bay, Ore. The applicant proposes to remove and replace an existing boat launch ramp with a larger ramp. Actions would include placing 306 cubic yards (CY) of rock and 110 CY of riprap below the mean high tide line. Comments must be received by June 3, 2006. Public Notice 200500150/1, requested by Hayden Homes, Inc. The project is located south of Avalon Street in west Eugene, Ore. The applicant proposes to discharge fill into 25.62 acres of wetlands adjacent to the Greenhill Tributary in order to construct a 217-lot low-density residential subdivision and associated infrastructure. Comments must be received by June 3, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

Public Notice 199900381/2, requested by the Port of Brookings Harbor. The project is located in boat basins 1 and 2 in the marina in Brookings, Ore. The proposed project would dredge up to 3,000 cubic yards of sediment annually and not to exceed 30,000 CY of sediment over the 10-year life of the permit from various locations to maintain adequate water depth for boat use in the marina. Comments must be received by June 3, 2006. A copy of the public notice may be found at https://www.nwp.usace.army.mil/op/g/public.asp.

The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
