Corps reviews permit applications Permits requested from Fairview, Portland, La Grande, Imnaha and Lostine, Ore.

PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing five applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of March 13, 2006.

Public Notice 199900599, requested by Rinker Materials. The project is located in the Columbia River north of the intersection of Marine Dr. and NE 223rd Ave in Fairview, Ore. The applicant is proposing to remove up to 200,000 cubic yards of material to obtain sand and gravel for processing and commercial use. Comments must be received by April 13, 2006. Public Notice 200500735, requested by the City of Portland Bureau of Environmental Services in Portland. The purpose of the project is to repair a leaking 36-inch diameter sanitary sewer pipe by relocating and rehabilitating existing segments of the sewer. Comments must be received by April 17, 2006. Public Notice 200600099, requested by the City of La Grande. Project is located in Taylor Creek and an unnamed tributary near La Grande, Ore. The applicant proposes to widen the road and upgrade the intersection at Gekeler Land and U.S. Highway 30, enhancing safety and mobility for freight, truck and pedestrian traffic. Public Notice 200600108, requested by Bonneville Power Administration. Project is located at the Imnaha Satellite Facility fish hatchery near Imnaha, Ore. The applicant proposes to expand the existing fish hatchery to aid native spring/summer chinook salmon conservation and recovery in northeast Oregon. Comments must be received by April 15, 2006. Public Notice 200600085, requested by Bonneville Power Administration. Project is located at Lostine Fish Hatchery near Lostine, Ore. The applicant proposes to construct a year-round hatchery to aid native spring/summer chinook salmon conservation and recovery in northeast Oregon. Comments must be received by April 17, 2006. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.

The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.

If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
