Portland, Ore.- The U.S. Army Corps of Engineers and the Division of State Lands (DSL) are considering a proposal to create a wetland mitigation bank along Cow Hollow Creek, near Roseburg, Ore.
The proposed bank would compensate for the future loss of wetlands through permitted development activities. The mitigation bank sponsor proposes to develop a 25-acre wetland mitigation bank by restoring historic wetlands and creating new wetlands from uplands.
The ecological goals of the proposed bank would: produce emergent wetland habitat; improve riparian habitat for fish passage along creek; and provide habitat for several listed species.

A Mitigation Bank Review Team, comprised of Corps and DSL representatives, as well as representatives of other federal, state and local agencies, will evaluate the merits of the proposal, as well as any public comments received.
The Corps and DSL authorize development activities mostly through the authority of Section 404 of the Clean Water Act, by Oregon's Removal-Fill Law, and according to Rules for Issuance and Enforcement of Removal and Fill Permits and Administrative Rules for Compensatory Wetland Mitigation Banking.
