Corps seeks input on expansion of Eugene tire recycling facility

Portland, Ore.-The U.S. Army Corps of Engineers is evaluating a permit application from Madstein/Scientific Developments, Inc., to fill 1.07 acres of wetland in Eugene, Ore., to allow for expansion of an existing tire recycling facility.

As part of its permit evaluation process, the Corps is requesting public comment on the proposed project prior to making its determination on whether to issue a permit for the work.

The project involves filling 1.07 acres of palustrine wetland adjacent to the A-Canal, between Danebo and Beltline, north of West 11th at an existing tire recycling site. The location is 175 South Danebo, Eugene, Lane County, Ore. The 2-acre project includes expansion of existing facilities to include parking, product and equipment storage, a rubber shredder, and a new access road to South Danebo Ave. To maintain access between existing and new facilities, 450 feet of waterway would be culverted.

The wetland area proposed to be filled has been designated for future fill on the West Eugene Wetlands Plan. Mitigation is proposed in the West Eugene Mitigation Bank. Final determination on the appropriateness and need for compensatory mitigation will be made if the permit is issued.

The Corps will consider whether the proposed project meets standards of Sections 401 and 404 of the Clean Water Act. Preliminary determinations indicate the described activity will not affect endangered species or their critical habitat as defined by the Endangered Species Act.
