Leiken Construction seeks authority to fill wetlands in Roseburg

Portland, Ore.- The U.S. Army Corps of Engineers is evaluating a permit application from Leiken Construction, which is seeking authority to fill wetlands on Cook Creek near Sutherlin, Ore.

Leiken Construction proposes filling 6.3 acres of wetlands at creek mile 1.5 at the intersection of State Highway 138 and Dovetail Lane in Douglas County to allow construction of a residential subdivision. If the Corps determines compensatory mitigation is required, the following mitigation plan submitted by the applicant will be considered. The applicant proposes to enhance 6.5 acres, create 7.52 acres and restore 2.5 acres of wetlands; 6.8 acres would occur on site and 9.72 acres would occur on the Oak Hills Golf Club grounds.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its permitting decision for the work.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties to help permit reviewers consider and evaluate the impacts of this proposed project on endangered species, historic properties, water quality, general environmental effects, and other public interest factors.

The Corps will evaluate the permit request under Section 404 of the Clean Water Act.
