Courtesy Development Co., seeks authority to fill wetlands

Portland, Ore.- The U.S. Army Corps of Engineers is evaluating a permit application from the Courtesy Development Co., which is seeking authority to fill wetlands on Newton Creek in Roseburg, Ore.

The development company proposes filling 4 acres of wetlands at creek mile 1.5 at Renann Street and Edenbower Boulevard in Douglas County to allow construction of a residential and commercial development. If the Corps determines compensatory mitigation is required, the following mitigation plan submitted by the applicant will be considered. The applicant proposes to enhance 5.1 acres of wetlands, create 1.62 acres of wetlands and pay a fee in lieu of mitigating for 1.42 acres. This mitigation work would occur on a parcel of land south of Sherm's Thunderbird Market and on another parcel south of Office Max.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its permitting decision for the work.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties to help permit reviewers consider and evaluate the impacts of this proposed project on endangered species, historic properties, water quality, general environmental effects, and other public interest factors.

The Corps will evaluate the permit request under Section 404 of the Clean Water Act.
