Lane County business seeks permit to fill wetlands for development

Portland, Ore.--The U.S. Army Corps of Engineers is evaluating a request from Farah and Parker, LLC, of West Linn, Ore., to re-issue a permit allow the company to fill about three acres of wetlands in Springfield, Ore., to construct a residential housing development.

The Corps of Engineers issued a permit to Farah and Parker for this project in 1997. That permit expired in June 2000 and the applicant is asking that the permit be re-issued under the same conditions.

The proposed development involves 26 acres near 28th Street and Witworth. As part of the mitigation for the lost wetlands, the applicant proposes to expand an existing forested wetland and create a seasonally-inundated pond and two acres of wet prairie.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its determination on whether to issue or deny a permit for the work.

Photocopies of drawings supporting the proposed project are included in the public notice.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties to help permit reviewers consider and evaluate the impacts of this proposed project on endangered species, historic properties, water quality, general environmental effects, and other public interest factors.

The Corps will issue or deny the permit under Section 404 of the Clean Water Act. A Water Quality Certification, as required under Section 401 of the Clean Water Act, also will be needed from the State.
