Corps seeks input on Willamette pier replacement

Portland, Ore.-- The U.S. Army Corps of Engineers is evaluating a permit application from Glacier Northwest, Inc., to replace and relocate a mooring pier and dolphin at rivermile 11.3 of the Willamette River between Portland's Broadway and Fremont bridges. As part of its permit evaluation process, the Corps is requesting public comments on the proposed project prior to making its determination on whether to issue or deny a permit for the work.

The applicant wants to replace a deteriorated wooden pier and dolphin with new steel structures and relocate the pier 75 feet downstream of the existing pier. The wooden pier would be removed, though the piling would be left in place and cut to reduce disturbing underwater sediments. The pier is used to moor barges at a bulk cement distribution facility. Construction practices common to the marine industry would be used to install the new structures.

The Corps will consider whether the proposed project meets standards of the Clean Water and Endangered Species acts and will look at the overall impact of the project on the affected area. Any consultations required under the Endangered Species Act must be completed before a permit could be issued.
