Army Corps names Brice deputy district engineer

Portland, Ore. -- Lt. Col. Kevin J. Brice assumed the position of deputy district engineer of the Portland District, U.S. Army Corps of Engineers, on June 18, 1997. In this position, he will assist the Corps' district engineer-Col. Robert Slusar-as he oversees the work of about 1,100 civilian Corps employees. Brice replaces Maj. Chris Cottrell, who was transferred in May to Hattiesburg, Miss.

The Portland District, one of six districts in the Corps' Northwestern Division, is responsible for the Corps' water resource activities in western Oregon and part of southwestern Washington. Portland District has one of the Corps' most comprehensive and diversified civil works programs with major emphasis on environmental management and restoration, hydroelectric power, navigation, flood damage reduction, fish and wildlife preservation, recreation, and operation of the government's West Coast dredge fleet.

Brice's military career began with his Reserve Officers Training Corps commission in May 1978 at the University of Wisconsin at Platteville, followed by his assignment as platoon leader of A Company, 317th Engineer Battalion, Eschborn, Germany. Most recently, he served as the deputy engineer for the U.S. Army Corps of Engineers' Transatlantic Programs Center, Europe, in Wiesbaden, Germany.

Born in 1956, Brice received a bachelor of science degree in civil engineering from the University of Wisconsin at Platteville. In 1987, he earned a master of science degree in civil engineering, construction management, from Oregon State University. Brice also is a graduate of the U.S. Army Engineer Basic and Advanced courses, the Command and General Staff College and the National Defense Strategy Course.

Brice's previous military assignments include company executive officer and S-1 officer, both for the 317th Engineer Battalion, Eschborn, Germany; instructor, U.S. Army Engineer School, and commander, 902nd Engineer Company, both at Fort Belvoir, Va.; assistant resident engineer, Elk Creek Dam Resident Office, and chief, Dredge Operations Section, both for the Corps' Portland District; plans officer, Office of the Deputy Chief of Staff, Engineer, U.S. Army Europe, in Heidelberg, Germany; and S-3 officer, 23rd Engineer Battalion, 1st Armored Division, Friedberg, Germany.

Among awards presented to Brice during his career are the Meritorious Service Medal with three oak leaf clusters, the Army Commendation Medal with three oak leaf clusters, and the Army Achievement Medal. He also received the NATO Medal for his work in Bosnia. He is airborne qualified and is a registered professional engineer in the state of Wisconsin.

Brice is a member of the Society of American Military Engineers, the Association of the U.S. Army and the Army Engineer Association.

He and his wife Peggy have three children: Jennifer, age 16, Kristin, age 12, and Anna, age 6. They reside in Beaverton, Ore.
