> >Portland, Ore. -- The U.S. Army Corps of Engineers is evaluating a permit application from Show Timber Company of West Linn, Ore. The company is requesting authorization to fill wetlands and a stream channel to construct a commercial and residential development.

As part of its permit evaluation process, the Corps is requesting public comment on the proposed project before determining whether to issue or deny a permit for the work.

The work would occur on an unnamed tributary of Phillips Creek near Happy Valley, Ore. It would include filling a total of a little more than 0.5 acres of wetland and 1,993 feet of intermittent channel. It also would authorize the creation of 0.15 acres of shrub-scrub wetland and 2,037 linear feet of channel. Construction will be done at seven different sites to create new channels, a road and a storm water detention/treatment system for the residential development. The created channel is the applicant’s proposed method of mitigating for the filled channels. The Corps will make the final determination on the appropriateness and need for compensatory mitigation, if a Department of the Army permit is issued. The Corps also will

consider whether the proposed project meets standards of the Clean Water Act and will look at the overall impact of the project on the affected area.

For a copy of the Corps’ Public Notice 2000-00944, which describes the proposed project in detail, please write to U.S. Army Corps of Engineers, ATTN: CENWP-OP-GP, P.O. Box 2946, Portland, OR 97208-2946. A copy of the public notice is posted on the Corps’ Internet site at https://www.nwp.usace.army.mil/op/g/notices/200000944.pdf. Photocopies of drawings supporting the proposed project are included in the public notice.

Written comments must reach the Corps by Dec. 12, 2000, and should be mailed to U.S. Army Corps of Engineers, Attn: CENWP-OP-GP (William Davis), P.O. Box 2946, Portland, Ore., 97208-2946. Send e-mail comments to william.r.davis@usace.army.mil.

The Corps also is soliciting comments from federal, state and local agencies and officials, Native American tribes, and other interested parties.
