City of Toledo seeks authority to fill wetlands for access to slough

Portland, Ore.— The U.S. Army Corps of Engineers is evaluating a permit application from the City of Toledo, Ore. The city is requesting authority to permanently fill 7.59 acres of pasture wetland and changing the wetland type of another 24 acres of pastureland.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed work’s impact on the public interest before it makes its determination on whether to issue or deny a permit for the work.

The City of Toledo is requesting authority for the work to provide greater non-motorized access to and recreational use of Olalla Slough in east Toledo.

Written comments should reach the Corps offices by Nov. 17, 2000, and should be mailed to: U.S. Army Corps of Engineers, Attn: CENWP-OP-GP (Richard Gebhart), P.O. Box 2946, Portland, Oregon 97208-2946. Comments also may be sent via e-mail to richard.a.gebhart@usace.army.mil.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties to help permit reviewers consider and evaluate the impacts of this proposed project on endangered species, historic properties, water quality, general environmental effects, and other public interest factors.

The Corps will consider whether the proposed project meets standards of the Clean Water, Rivers and Harbors and Coastal Zone Management acts and will look at the overall impact of the project on the affected area. A Water Quality Certification, as required under Section 401 of the Clean Water Act, also will be needed from the State.
