Each year the Department of Education receives foreign visitors from all over the world to meet and confer with professional counterparts at the Department. The International Visitor program is designed to increase mutual understanding through communication at the personal and professional level. Visits by foreign delegations and individuals are coordinated and administered by the International Affairs Office in the Office of the Secretary.

The majority of visitors are referred to the Department of Education by the Department of State under the authority of the Mutual Educational and Cultural Exchange Act of 1962 (Fulbright-Hays Act). Other government visitors are referred by embassies, international organizations, or by universities. A number of private, non-profit organizations (called National Program Agencies) that receive grants from the Department of State, and volunteer community organizations (Councils of International Visitors) from across the United States, cooperate in arranging international visits.

Visitors include officials, legislators, researchers, media professionals, educators and students. On average the International Visitors Program (IVP) receives more than 1500 visitors from 55 different countries.
