Governance
The University of California is governed by a Board of Regents.
Under Article IX, Section 9 of the California Constitution,
the Board has "full powers of organization and governance"
subject only to specific areas of legislative control. The
President has been delegated authority by The Regents to set
policy in numerous areas. Presidential policy may be established
as a result of action by the Board of Regents, changes in
federal or state law, or University-based initiatives.
