B. Human Resources Services

Human Resources Services (HRS) provides leadership and direction in the formulation and implementation of policies and programs to promote efficient and effective human capital management.  HRS represents the Department on personnel matters with the Office of Personnel Management (OPM), the Congress, other Federal agencies, and the public. 
 
In performing its responsibilities, HRS:

  • Maintains the traditional values of the Federal civil service system including integrity, continuity, nonpartisanship, merit, and equal employment opportunity.
  • Provides the Secretary, Deputy Secretary, and other executive level managers with expert human capital management advice and a high level of technical services that further the goals and objectives of the Department.
  • Establishes and maintains staff resource information and processing systems that reflect personnel management and resource utilization needs for key officials within the Department.
  • Insures that Federal and Departmental human capital goals, policies, and practices are communicated to all levels of management and, where appropriate, to employees.
  • Evaluates the effectiveness of human resources programs.

 Human Resources Services is under the supervision of a Director who reports directly to the Assistant Secretary for Management.  The Immediate Office of the Director provides overall direction, coordination, and leadership to the following elements:

Executive Resources Staff :
Policy and Accountability Staff;
Training and Development Staff;
Human Resources Operations Division; and
Employee, Labor, and Management Relations Division.

Executive Resources Staff

The Executive Resources Staff provides the full range of human resources management for Presidential Appointees, Senior Executive Service (SES) members, Schedule C employees, experts, consultants, and Intergovernmental Personnel Act program personnel.  The Staff assists the Secretary, the Executive Resources Board, and the Performance Review Board in managing the Department’s executive resources and the senior executive pay-for-performance system.

Policy and Accountability Staff

The Policy and Accountability Staff manages the development and approval of human resources policies, supports the Department’s human capital management efforts, and manages and implements the Department’s Human Capital Accountability System through evaluation, measurement, data collection, and oversight of improvement plans.

Training and Development Staff

The Training and Development Staff manages the Department’s human capital efforts in leadership development, organizational development, competency management, and individual development.

Human Resources Operations Division

The Human Resources Operations Division provides operational support to the Department’s Principal Offices, as well as developing and managing human resources information systems. An Assistant Director leads the Division, reporting to the Director of Human Resources Services. In addition to managing the work of the branches within the Division, the Assistant Director’s immediate staff manages the Department’s recruitment initiatives.

Staffing and Classification Branch

The Staffing and Classification Branch provide a broad range of human resources services to the Department’s Principal Office in the Headquarters area.  These services include a day-to-day personnel classification and position management, staffing, and recruitment services to Principal Offices for employees through GS-15 or equivalent.

Regional Customer Service Branch

The Regional Customer Services Branch provides human resources services to Principal Offices for their employees in the Department’s ten regions.  The Branch provide day‑to‑day human resources management services to Principal Offices for regional employees through GS‑15 or equivalent and serve as the principal advisors to the Regional components in establishing staffing needs.  The Branch provides a full range of services including recruitment, staffing, classification/position management advice, employee relations and benefits counseling, and maintenance of employee records.  In addition, through cooperative partnerships with the Training and Development Staff and the Employee, Labor, and Management Relations Division, the Branch provides training and development, employee relations, labor relations, and work life programs to regional managers and employees.

Human Resources Information Systems Branch

The Human Resources Information Systems Branch is responsible for the development, testing, implementation, and evaluation of new and improved systems for processing personnel and pay data to satisfy Departmental information requirements, including position accounting, accession data, employee and pay records systems, and payroll accounting.

Employee, Labor, and Management Relations Division

The Employee, Labor, and Management Relations Division provides operational support to the Departments Principal Offices in the areas of performance management, benefits administration, work life programs, labor relations, reasonable accommodations, misconduct and grievances. As Assistant Director leads the Division, reporting to the Director of Human Resources Services.

Employee Relations Branch

The Employee Relations Branch is responsible for serving as the Department's technical experts for a full range of employee relations matters, including disciplinary and adverse actions, as well as grievances and appeals

Labor Relations Branch

The Labor Relations Branch facilitates development of a relationship between   management and labor that supports accomplishment of the Department’s mission and administers all aspects of the Department’s labor relations program. The Team Leader serves as the Department’s Labor Relations Officer.

      In performing its responsibilities, the Labor Relations Branch:

  • Provides labor relations advice and assistance to all levels of Department management in support of strategic plans and other objectives of the Department.
  • Serves as the point of contact for labor relations matters in headquarters, and as the headquarters point of contact for labor relations matters in regional offices. Provides regional labor relations assistance in partnership with regional human resources staff. Assists in improving coordination, information dissemination and outreach between labor, management and employees.
  • Acts in partnership with other Office of Management staff and with staff of other principal offices to administer the Department's negotiated labor agreements. Provides appropriate technical advice to Departmental employees, union, managers and supervisors in the administration and interpretation of the agreement.
  • Conducts or participates in negotiations with labor organizations under the guidance of senior officials.
  • Represents the Department in proceedings before arbitrators or the Federal Labor Relations Authority, and in dealings with Office of Personnel Management and other agencies in labor relations.

Performance Management and Benefits Branch

The Performance Management and Benefits Branch manages the Department’s    employee performance management program, including appraisals and awards, as well as administration of employee benefits.

Work/Life Programs Branch

The Work/Life Program Branch provides information, referral, and support services to Department employees in balancing the demands of work, family, and personal issues.  Responsibilities cover such areas as child care, elder care, flexiplace and telecommuting program implementation, and programs for the accessibility of Department services for people with disabilities.
