Mike Serlet, P.E., Section Chief 303.866.3441 x3234 Mike oversees the overall operations and management of the CWCB Construction Fund and Severance Tax Trust Fund Perpetual Base account, including directing and coordinating the work of six engineers, contract and fiscal specialists. Mike is also responsible for the preparation and legislative tracking of the annual Construction Fund Projects Bill, administering the preparation of the Construction Fund and Perpetual Base Account annual financial statements, and preparation of the section's annual reports. He manages the Board's Finance Committee operations involving the review and approval of all non-reimbursable investments, and miscellaneous studies and investigations. He is also a Colorado Registered Professional Engineer.
Kirk Russell, P.E., Marketing 303.866.3441 x3232 Kirk is responsible for promoting the Water Project Loan Program and explaining the program to potential Borrowers around the state. He also guides Borrowers through the necessary steps needed to obtain CWCB project financing. Other areas of responsibility include:
- Scheduling loan program presentations
- Selecting engineers/contractors
- Preparing marketing materials: articles, brochures, displays and applications
Anna Mauss, P.E., Project Feasibility 303.866.3441 x3224 Anna is responsible for reviewing and analyzing potential water project loans and preparing a staff recommendation to the Board for approval. She also analyzes the Loan Feasibility Study and Loan Application to determine if the project and borrower fit the requirements of the CWCB Loan Program. Other responsibilities include:
- Reviewing loan feasibility studies
- Representing the CWCB at the Colorado Water and Sewer Funding Coordination committee
- Managing special water projects
- Maintaining the Water Project Loan Program Guidelines
Tim Feehan, P.E., Design & Construction 303.866.3441 x3211 Tim is responsible for observing CWCB financed projects to verify conformance with approved plans and specifications and the CWCB loan contract. He also collaborates with the Borrower to review and approve change orders, cost adjustments, construction schedule, and progress payments for fund disbursement. Other responsibilities include:
- Participating in the project bidding process
- Inspecting project construction activities
- Reviewing pay requests and approving loan disbursements
Vaughn McWilliams, Contracts 303.866.3441 x3227 Vaughn is responsible for executing contracts for all Water Project Loans and Construction Fund Non-Reimbursable Project Investments. He also confers with the Borrower and the Borrower's legal counsel to draft the contract and secure the required collateral. Other responsibilities include:
- Maintaining standard contract document language and requirements
- Preparing all non-reimbursable contract documents
- Resolving loan contract conflicts
Steve Biondo, Finance & Contract Compliance 303.866.3441 x3205 Steve is the accountant for the Water Project Loan Program and the Non-Reimbursable Project Investment Accounts. He prepares financial summaries of the funds for review by the Section Chief, the CWCB Director, and the Board. Other areas of responsibility include:
- Disbursing loan funds and grants
- Calculating loan amortization schedules and all loan balances
- Managing the Severance Tax Trust Fund Operational Account Non-Reimbursable Program
Fran Fournier, Administrative Assistant 303.866.3441 x3247 Fran is responsible for administrative tasks such as office reception, record keeping/imaging, mail, deliveries, office supplies and equipment, and general administrative support to the Section. Other responsibilities include:
- Filing UCC's and Deeds of Trust and loan collateral documents with state and county officials
- Maintaining loan-required insurance certification forms
- Maintaining loan program database files
