Routing Applications for External Funding
Administratively it is important for a Principal Investigator/Project Director who is applying (as an agent of the University) for external funding to rout the proposal (or preproposal, if a budget is included) prior to submitting it to the sponsoring agency. The SDSU External Funding Routing Form (most current version dated 6/1/06) is used for this purpose. The routing process ensures that appropriate persons are informed about and/or take responsibility for the project and provides information needed for administrative approvals. Most of the information required on the Routing Form is needed to ensure that: (a) the proposed activities are appropriate to the research, instruction, or public service mission of the individuals, units, and SDSU; (b) the necessary resources for the project, including facilities and cost sharing, are committed or budgeted; and (c) the University can certify compliance with applicable Federal and State regulations.
Ideally, a complete final proposal is routed with the Routing Form. However, the routing process does not necessarily require the complete final version. We need a final version of the proposed budget plus a version of the proposal complete enough to validate the information on the Routing Form. In most cases investigators can complete the routing process days before the deadline. This allows time for finishing touches without concern for getting signatures on deadline day. Then, immediately after submitting the proposal to the sponsor, you should give us a copy of the final version that was submitted. This flexible approach to signing off on applications has worked well.
