Title VI Overview


The New Jersey Department of Transportation (NJDOT) is committed to protect individuals from discrimination on the bases of their national origin, sex, race, age, disability or color in transportation programs and activities that receive federal assistance, as required under the federal law, Title VI of the 1964 Civil Rights Act (pdf 14k), as amended. The law requires that the New Jersey Department of Transportation (NJDOT), as a federal-aid recipient, and its sub-recipients and contractors prevent intentional or unintentional discrimination in all programs and activities.

NJDOT complies with
  • Executive Order (E.O.) 12898 (pdf) “Federal Actions to Address Environmental Justice (EJ) in Minority Populations and Low-Income Populations,” which requires all federal and state agencies to identify and address the effects of its programs and policies on minority and low-income populations; and
  • Executive Order 13166, which addresses services to those individuals with limited English proficiency. The rights of women, the elderly and the disabled are protected under related statutes.
These Executive Orders and the related statutes fall under the umbrella of Title VI. Census data is used to target Environmental Justice and Limited English Proficiency communities.

NJDOT makes every attempt to consider the needs of low income and minority groups when beginning a planning process for a transportation project, so that adverse environmental effects (pdf 184k) do not occur.

Designated Title VI/EJ Liaisons are the NJDOT division and regional operational areas’ contacts for activities and programs that impact the general public for their respective division/region. Liaisons work closely with the NJDOT Title VI/EJ Specialist on specific responsibilities.

NJDOT also monitors access, benefits, participation, treatment, services, contracting opportunities, training opportunities, investigation of complaints, allocation of funds, prioritization of projects and planning, project development, design, Right of Way acquisitions, construction and research on minority, low-income and Limited English proficiency groups.
