Task Force


All New Jersey Department of Transportation (NJDOT) divisions and regional operational areas with activities and programs that impact the general public have designated liaisons to serve on the Title VI Task Force. They work closely with the NJDOT Title VI/EJ Specialist on specific tasks to ensure compliance with Title VI of the Civil Rights Act of 1964 (pdf 14k) and Environmental Justice (EJ) Executive Order 12898 (pdf), which incorporated Environmental Justice into all Departmental programs.

Liaisons regularly attend Title VI training courses. The Title VI Task Force meets quarterly to discuss current and future activities about Title VI/EJ. Liaisons share Your Guide to Title VI Environmental Justice (pdf 184k) with the employees in their work areas to create awareness about activities. Specific tasks include:
  • receiving and reporting concerns of issues or complaints from their respective units to the Title VI/EJ Specialist;
  • attending in-depth Title VI/EJ Training to increase their knowledge base, skill level, and expertise in the implementation, monitoring and enforcement of the Title VI/EJ Program;
  • meeting with the Title VI/EJ Specialist to address ongoing activities and to develop proactive policies and practices to resolve Title VI/EJ complaints in a timely manner;
  • ensuring that employees in each liaison’s respective unit are aware of Title VI/EJ policies and procedures;
  • reviewing annual reports and compliance plans prepared by the Title VI/EJ Specialist to ensure that any complaints or issues affecting their respective units have been addressed or reported in the proper manner.
Additionally, the liaisons must provide guidance to the Title VI/EJ Specialist when:
  • developing information for dissemination to their respective program areas, the public and, where appropriate, in languages other than English;
  • developing and scheduling general Title VI/EJ training for NJDOT staff;
  • investigating Title VI/EJ complaints of their respective units and to assist with resolving discriminatory practices and policies pursuant to Title VI/EJ; and
  • monitoring or reviewing respective special emphasis areas. This includes monitoring of Title VI/EJ compliance during the stages of Planning and Development, Department initiatives that affect the public, highway development, highway maintenance, and other program areas that are most important or vulnerable to Title VI/EJ issues.
