Emerging Small Business Enterprises (ESBE)
The New Jersey Department of Transportation's (NJDOT) Emerging Small Business Enterprise (ESBE) program is a race and gender neutral program designed to provide
select contracting opportunities to small, economically disadvantaged businesses. The program runs concurrently with the
Disadvantaged Business Enterprise (DBE) program on federally-funded projects.
NJDOT developed its ESBE program to comply with the United States Department of Transportation's (USDOT)
DBE regulations
issued that require state transportation departments to
attempt to meet the maximum portion of their DBE goal through race and gender neutral means.
NJDOT’s ESBE program uses the same eligibility criteria as its DBE program, with one exception: the owner is not required to be a socially disadvantaged group member.
Before applying, be aware that if your firm is certified as a DBE, it already has been granted ESBE certification. NJDOT provides a directory (pdf 55k) of certified ESBEs, including DBEs that qualify as ESBEs.
ESBE certification must be renewed each year.
