The Water Supply Planning & Finance Section exists to develop Colorado's water resources by promoting necessary and appropriate development of Colorado's water and by promoting wise and efficient use of Colorado's limited water resources.
The Water Supply Planning and Finance Section of the Colorado Water Conservation Board (CWCB) is responsible for managing the Water Project Loan Program and the Non-Reimbursable Project Investments Program.
Water Project Loan Program
Low interest loans are available to qualified borrowers for raw water projects that develop and/or preserve waters statewide. Current interest rates:

The standard loan term is 30 years. Rates are reduced by 0.25% for 20-year loans, and by 0.50% for 10-year loans.
Non-Reimbursable Project Investments Program
The availability of Non-Reimbursable Project Investments (Grants) is very limited. These grants are to be used for 1) projects, programs, or studies of statewide impact or importance or 2) feasibility studies and demonstration projects designed to answer questions related to statewide water issues or that have significant potential to result in a CWCB loan.
