Cherry Creek Probable Maximum Precipitation (PMP) Study
Cherry Creek ReservoirFollowing meetings with local governments and the public, the U.S. Army Corps of Engineers (Corps) and National Weather Service (NWS) in 1998 and 1999 produced their study findings and recommendations that millions of dollars worth of improvements were recommended at Cherry Creek Dam and Reservoir and within the basin. Similarly, the Corps’ Probable Maximum Flood (PMF) analysis indicated in the event of a dam failure thousands of people were in harm's way and billions of dollars worth of damages could happen in Denver, Colorado.  In response to this controversy, the General Assembly enacted Senate Resolution 99- 023 requiring the CWCB to conduct an independent evaluation of the NWS and Corps findings. The CWCB together with the communities of Greenwood Village, Aurora, Arapahoe and Douglas County hired a local contractor Applied Weather Associates to head a team of regional experts. The CWCB also developed an independent technical advisory committee of recognized experts. The TAC participated throughout the project, and they guidance let to the completion of the analysis and the development of a new regional Probable Maximum Precipitation (PMP) estimate specific to the Cherry Creek Basin. Cherry Creek Probable Maximum Flood (PMF) Study
On February 1, 2006 CWCB staff met with various members of the Corps of Engineers team that has been assembled to participate with activities related to the PMF study. The Corps of Engineers Study Manager, Mr. John Palensky, chaired the meeting and provided an overview of the process along with projected key milestones of the study. This meeting was considered to be an internal kick-off to re-initiate studies based on previous direction received from Colorado Congressional delegates Tom Tancredo and Joel Hefley who approved the U.S. Army Corps of Engineers to move forward with the Cherry Creek PMF Study. The Corps will work closely with the Cherry Creek Advisory Committee and the CWCB during this important next phase of the work. This PMF study will be completed by Omaha Corps professional staff. The Corps and the CWCB are developing a work plan and meeting schedule for the next year or two, and will jointly host a public meeting with the potentially affected communities (e.g. Aurora, Denver, Greenwood Village, Parker, Douglas County, and Arapahoe County) along with various technical experts. The ultimate goal in this process is to complete the PMF study and then develop dam safety improvement recommendations at Cherry Creek Reservoir that are acceptable to local, state, and federal interests. 
 
A technical working session was held on July 12, 2006 led by staff from the Corps to discuss the progress of study tasks currently underway. The current work is being guided by the draft Project Management Plan in response to Congressional direction and authorization. The technical team will meet regularly throughout the study process, and public meetings will be held to inform interested parties of interim study results when key milestones have been reached. The current goal is to obtain Corps Headquarters approval for the final PMP values by March 2008, with initiation of a Dam Safety Study after that time.
