Contact Watershed Protection & Flood Mitigation Staff
Tom Browning, P.E., CFM, Section Chief 303.866.3441 x3208 Tom oversees all programmatic areas for the CWCB Watershed Protection & Flood Mitigation Section. He is responsible for supervising and directing the work of the Section, which includes six (6) professional staff, multiple consultant contracts, and seasonal/temporary staff. Tom has been with the CWCB for 13 years and has worked with the Board, the Attorney General's Office, the Legislature, and other stakeholders to develop and implement new statutes, policies, regulations, and guidelines pertinent to the agency's mission and strategic plan. He also has statewide project management responsibility for water supply reallocation projects (e.g. the Chatfield Reservoir Reallocation Project), and previously served as the State Flood Hydrologist and Hydraulic Engineer prior to his appointment as Section Chief. Tom is the Chair of the Colorado Flood Task Force and was recently inducted onto the Executive Board of the Colorado Riparian Association. He is the immediate past Chair of the Colorado Association of Stormwater & Floodplain Managers, and immediate past Board Member for the Association of State Floodplain Managers. He now serves on Governor Ritter's Greening Government Council to assist the State in achieving natural resource sustainability for the future.
Kevin Houck, P.E., CFM, Senior Engineer 303.866.3441 x3219 As the section engineer, Kevin works to mitigate flooding through a variety of activities and projects. Kevin serves as the acting State Coordinator for the National Flood Insurance Program, is the current Vice-Chair of the Colorado Association of Stormwater & Floodplain Managers, and serves on the board of directors for the Association of State Floodplain Managers, the American Public Works Association of Colorado, and the American Water Resources Association of Colorado. Other areas of responsibility include:
- Designation and approval of 100-year floodplain information
- Engineering lead for flood hydrology, alluvial fan, debris flow, and post-wildfire studies
- Flood Response Program manager
- General technical assistance for communities
Cristina Martinez, Community Assistance Program Coordinator 303.866.3441 x3215 Cristina serves as the State Coordinator for the National Flood Insurance Program (NFIP), and manages the Community Assistance Program for the CWCB. Cristina's duties include:
- Provide assistance for communities regarding the NFIP
- Conduct public outreach, education and training through workshops, newsletters and public meetings
- Coordinate with FEMA and other State programs to emphasize the importance & progress of the NFIP and related activities
- Provide general technical assistance and engineering support for communities and for mitigation grant programs.
Thuy Patton, EI, CFM, Floodplain Mapping Coordinator 303.866.3441 x3230 Thuy is in charge of the FEMA Floodplain Map Modernization Program for the CWCB. She is a member of the Colorado Association for Floodplain Managers and the Association of State Floodplain Managers as well. Thuy's duties include:
- Managing significant federal investments to direct statewide modernization of floodplain maps this involves the creation of Digital Floodplain maps and the eventual update and maintenance of such maps
- Floodplain mapping and local project development coordination, development of scopes of work, acting liaison between FEMA and local governments insuring shareholder needs are met project to project
- Public presentations providing DFIRM project status and additional outreach for the Map Modernization Program
Chris Sturm, M.S., CFM, Stream Restoration Coordinator 303.866.3441 x3236 Chris is responsible for implementing the goals and objectives of the stream restoration/multi-objective stream management work in the state. Chris's duties include:
- Managing the CWCB Watershed Restoration Program
- Implementing the CWCB Healthy Rivers Fund and the Fish and Wildlife Resources Fund
- Planning strategies to support water supply needs in Colorado
- GIS analysis and cartographic design
- Community outreach, education and general technical assistance
Joe Busto, Water Resource Specialist 303.866.3441 x3209 Joe is responsible for helping the public with floodplain information requests, section engineering support, imaging, and publications. Other areas of responsibility include:
- Weather Modification Permits, Grants, and Scientific Studies
- Colorado Flood Task Force, Chair of the Weather Modification Council, Greeley GI Study, Dolores River Floodplain Study, Colorado River 7 Basin States Agreement, SNODAS Snowpack Project
- South Platte River Operation & Maintenance and CWCB Easement Program
