Chatfield Downstream Channel Improvement Project (South Platte River)
Introduction
In the 1980s the United States Army Corps of Engineers (Corps) constructed the Chatfield Downstream Channel Improvement Project (Project). The Project improved drainage, flood control, and water flow in the channel of the South Platte River immediately downstream of Chatfield Reservoir. As a partner in this project the Colorado Water Conservation Board (CWCB) owns approximately 7 miles of the South Platte River floodplain and channel lands in Arapahoe County and is charged with management and maintenance of these lands.
 
Guiding Documents
At the 1995 Colorado Water Conservation Board Meeting approval was given by the Board to grant requests for easements in the CWCB right-of-way along the Chatfield Downstream Channel Improvement Project on a case by case basis. At the November 2001 Board meeting, Board Members adopted "Easement Guidelines for the Chatfield Downstream Channel Improvement Project". At the November 2005 Board Meeting, Board Members approved the current version of the Easement Fee Structure that: 1) require a standard easement review fee be paid by the applicant to the CWCB of $500; 2) require fees collected from easements to be used in the South Platte Operation and Maintenance account; and 3) developed new easement fee setting methodology that is used in determinations of appropriate uses and fees.
 
Project Partners
Partners of the CWCB include : Urban Drainage and Flood Control District, the U.S. Army Corps of Engineers, South Suburban Parks and Recreation District, South Platte Park, and the cities of Littleton, Englewood. Coordination and concurrence with these partners is required for CWCB consideration and approval of an easement request. For instance, a stormwater drainage easement will need to be built to UDFCD design specifications in order to be eligible to participate in the UDFCD Maintenance Eligibility Program.
 
The Process
Entities interested in obtaining an easement from the CWCB should download, review, and adhere to the documents under Tools & Resources. Applicants should then call Joe Busto at 303.866.3441 x3209 to schedule a site visit to discuss the applicant's proposed uses. Depending on the scope, extent and location of the project, the CWCB will invite other partners to participate.
 
Easement requests are discussed and then approved or denied at CWCB Board Meetings that are held in January, March, May, July, September, and November of every year in the Denver Metro area and around the state. Fees are set using Attachment A "Chatfield Downstream Channel Improvement Fee Structure" dated November 1, 2005. Easements are typically for 25 years, are renewable and paid in a lump sum.
 
Once an easement is approved by the CWCB, staff members and the Attorney General's Office will then draft an easement contract for signature. Issues raised by Project Partners listed above and others could become conditions in the easement contract; therefore it is best to coordinate with the Project Partners and follow the Guidelines in the Easement Documents Section.

Maintenance/Emergency Access & Special EventsUnion Avenue Boat Chutes
The CWCB is actively pursuing vegetation management along the South Platte River from Columbine Valley downstream to approximately the Bear Creek confluence. The "Proposed Vegetation Management"  document discusses overall goals, while the detailed "Chatfield Downstream Channel Improvement - Vegetation Management Plan" provides a description of the CWCB's intended implementation plan in order to meet Corps of Engineers inspection and maintenance requirements.

If you need access to CWCB Project lands for emergency repair for maintenance, flood recovery, debris removal, and/or your request is an issue of pubic health, safety, and welfare involving lands immediately along the South Platte River in this reach you will need to submit a Scheduled Repair/Maintenance or Emergency Permit Application, notify our project partners if feasible, and receive approval on the permit application from the CWCB.
