Compliance and Enforcement Long Term Planning

The Government Performance and Results Act (GPRA) of 1993 requires each federal agency to delineate long-term goals and objectives through its strategic plan and update those plans every three years.

EPA submitted the Agency's 2006 - 2011 Strategic Plan (PDF) (184pp, 9.85MB) to Congress on September 29, 2006 as required under GPRA. This revised Strategic Plan maintains the five goals that were described in the 2003 - 2008 Strategic Plan (PDF) (284pp, 2.76MB), but reflects a sharpened focus on achieving more measurable environmental results.

The 2006 – 2011 EPA Strategic Plan goals:

  1. Clean Air and Global Climate Change
  2. Clean and Safe Water
  3. Land Preservation and Restoration
  4. Healthy Communities and Ecosystems
  5. Compliance and Environmental Stewardship.

EPA’s Strategic Plan serves as the Agency’s road map and guides us in establishing the annual goals we need to meet along the way.  It helps us to measure how far we have come toward achieving our strategic goals and to recognize where we need to adjust our approaches and programs to achieve better results.  Finally, it provides a basis from which EPA’s managers can focus on the highest priority environmental issues and ensure that we use taxpayer dollars effectively.

Goal 5 – Compliance and Environmental Stewardship

The majority of the enforcement and compliance activities are found within Goal 5 - "Compliance and Environmental Stewardship." In addition to enforcement and compliance activities, Goal 5 contains pollution prevention, regulatory, economic review and innovation, tribal, and science and research activities. A mix of traditional measures (number of inspections, number of companies utilizing self-audits) along with outcome measures (pounds of pollutants reduced, behavioral changes as a result of compliance assistance) are used to track the environmental progress made over the course of a year.

This chapter describes how EPA is protecting human health and the environment through ensuring compliance with environmental requirements by enforcing environmental statutes, preventing pollution, and promoting environmental stewardship. The Agency encourages innovation and provides incentives for governments, businesses, and the public that promote environmental stewardship and long-term sustainable outcomes.

Performance and Accountability Report

EPA's FY 2006 Performance and Accountability Report describes to the President, Congress, and the public our environmental, programmatic, and financial performance over the past fiscal year. It also reports our progress in addressing management challenges. The report satisfies a number of legislative reporting requirements, including those of the Government Performance and Results Act.
