Colorado Regional Director Lorri Gray has announced Reclamation’s selection of Terry
Fulp as the Region’s new Deputy
Regional Director. The post has been vacant since former Deputy
Regional Director Larry Walkovaik departed
from the Region late last year to become the regional director of the Upper
Colorado Region. Fulp has been a Reclamation employee since
1989 and most recently served as the area manager for its Boulder Canyon
Operations Office. In his new capacity, Fulp’s responsibilities
will include management of the Equal Employment Opportunity Compliance Program,
Resources Management Office, Human and Information Resources, Financial
Management Office, Lower Colorado River Multi-Species Conservation Program
Office, Boulder Canyon Operations Office, Phoenix Area Office and the Salton
Sea Office. “Terry will be an outstanding asset in this
new role,” Gray said. “Please join Jayne
[Harkins] and me in welcoming him to the front office.” Reclamation has previously recognized Fulp for
his leadership during the development of the Colorado
River interim guidelines for lower-basin shortages and coordination
of operations for Lakes Powell and Mead.

for more information on these criteria.) As BCOO area manager for Reclamation, Fulp
managed and directed the office's water and power activities. This included
providing management and leadership in interactions with the lower Colorado River Basin
States (Nevada,
California and Arizona) and water and power users
concerning delivery of contracted water and power, water and power use and
accounting. Previously, he had been the BCOO River Operations
Group manager, where he managed the scheduling and delivery of water and power from
lower Colorado River facilities. Fulp also managed flood-control releases from
Hoover Dam and the development of an Annual Operation Plan for the lower river,
among other tasks. Before heading the River Operations Group, he
accepted a detail
to the University of Colorado-Boulder, Center for Advanced Decision Support for
Water and Environmental Systems. While there, he worked on river-simulation
modeling and data management. He also
was co-principal investigator for the Watershed and River Systems Management
Program, a Reclamation Science and Technology research and development program. Prior to joining Reclamation, Fulp worked
for the Atlantic Richfield Company for 10 years in research and development, technology
transfer and operations. Fulp holds a Ph.D. in mathematical and
computer sciences from the Colorado School of Mines, a master’s degree in civil
engineering from the University of Colorado, a master’s degree in geophysics from Stanford University,
and a bachelor’s degree in earth sciences from the University of Tulsa. During his career Fulp has received many
awards. This includes the Virgil M. Kauffman Gold Medal from the Society of
Exploration Geophysicists for his outstanding contribution to the advancement
of geophysical exploration.
