USDA Rural Development has moved beyond being merely a sole source lender, to the dual role of lender and facilitator of community development.

Our goal is to coordinate program delivery through promoting strategic development activities and collaborative efforts among all stakeholders in local communities. We additionally seek to maximize the impact of federal, state, local and private resources and holistically address rural community development needs.

In providing technical assistance and empowering communities to create unique solutions to their own set of needs, USDA Rural Development hopes to foster sustainable economic, physical, and social development throughout rural New York.

In New York, USDA Rural Development specifically administers two programs within the Empowerment Zone/Enterprise Community family of initiatives: The Rural Economic Area Partnership (REAP) Zone program and the Champion Community program.
