David Applegate — David Applegate is the senior science advisor for earthquake and geologic hazards at the U.S. Geological Survey. In that capacity, he leads the Earthquake Hazards, Global Seismographic Network, and Geomagnetism Programs and provides coordination for geologic hazards activities across the USGS. He also serves as Vice-Chair of the National Science and Technology Council's interagency Subcommittee on Disaster Reduction. In addition to his USGS duties, Applegate is an instructor in the Environmental Sciences and Policy graduate program at The Johns Hopkins University. Prior to joining USGS in February 2004, he spent eight years at the American Geological Institute as director of government affairs. Before coming to AGI, Applegate served with the U.S. Senate Committee on Energy and Natural Resources as the American Geophysical Union's Congressional Science Fellow and as a professional staff member for the minority.

Lloyd S. Cluff — Lloyd Cluff joined Pacific Gas and Electric Company (PG&E) in 1985 and is responsible for PG&E’s Earthquake Risk Management Program. Lloyd served two terms as chairman of the California Seismic Safety Commission. In 2002 he was appointed chairman of the Scientific Earthquake Studies Advisory Committee, a committee mandated by Congress and appointed by the Secretary of the Interior to review the USGS Earthquake Hazards Program and report to Congress annually. He was awarded the 2006 Lifetime Achievement Award from the Western States Seismic Policy Council in Earthquake Risk Reduction and the 2003 William B. Joyner Memorial Lecture Award from the Seismological Society of America and the Earthquake Engineering Research Institute. He was awarded the 2000 John Wesley Powell Medal from the U.S. Geological Survey, for his lifetime contributions to seismic safety, and in 1978 was elected a Member of the National Academy of Engineering.

Ellis M. Stanley, Sr. — Ellis M. Stanley, Sr., is the General Manager of the City of Los Angeles Emergency Preparedness Department. He began his City career in September 1997. Prior to that he was the Director of the Atlanta-Fulton County Emergency Management Agency for ten years. He has been the director of an emergency management program for 30 years, beginning in 1975 in Brunswick County, North Carolina, and in Durham-Durham County, North Carolina, in 1982. Ellis has also served as a County Fire Marshal, Fire and Rescue Commissioner and County Safety Officer.  He has an international reputation, having chaired the International Development Committee for the International Association of Emergency Managers (IAEM) and establishing Global Partnership Programs on preparedness in several countries. Currently Ellis serves as an advisor to the Multidisciplinary Center for Earthquake Engineering Research, engineering solutions for earthquake loss reduction.
