Capital Project Procedures

The Capital Project Procedures (CPP) presents for all users the current practices used in producing a Capital Project, from problem statement, design reviews, construction contract documents, and award, to final closeout.

Implementation of these procedures is explained in the following announcements:

It is important to read the Introduction section for an overview of whole process, including the Pipeline Diagrams.

All users are invited to assist us in updating and improving the processes described within. Please review the Update section of the Introduction for a guide on how you can submit changes. It is our continuous endeavor to make the CPP as complete, timely, and accurate as possible. We also anticipate making these Future Enhancements.

The Federal Highway Administration provides guidance and funding for many of our Capital Projects and the Federal-Aid Highway System explains their involvement.

An explanation of many words, terms, and abbreviations used are explained in the Definitions and Acronyms.

The procedures are arranged in a series of steps outlined first in Activity Descriptions for Purpose & Need, Feasibility Assessment, and Environmental and then in Activity Descriptions for Preliminary Design, Final Design, and Construction that link to a more detailed description of what each step entails and the Units Tasks. Unit Tasks identify who is responsible for the completion of the tasks of each Activity.

The Unit (Office) List is every Bureau, Office, or Unit that has an involvement in the Procedures. It links to a Title page for each Unit, with contacts and references, and links to their Unit Tasks and Support Functions.

The list in Documents and Manual Used With the CPP is provided as a convenience, along with a list of helping Forms, Letters, & Samples.

Further explanation of process procedures is available on the Capital Project Delivery web site. The main documents are Process Swim Lane Flow Charts, Process Activity Descriptions, Procedures and the Responsibilities Matrix. It includes supporting documents such as forms and templates
