There is a general lack of empirical evidence to guide countries in their health system reforms. In response to this gap, USAID puts a great emphasis on the monitoring and evaluation of performance in its health systems strengthening efforts. USAID is working in Africa, Asia, Middle East, Latin America, and the Caribbean to institutionalize data collection, program monitoring and evaluation, and dissemination of information on population, health, and nutrition for improving programs and policies. USAID is supporting the expansion of information management capacity and technology to allow decision-makers to determine, collect, and process relevant data to assess how the system is performing and how health care reforms are progressing.

Health information activities supported by USAID include:

  • Improving performance monitoring systems for tracking results

  • Identifying appropriate indicators, testing their measurement, and establishing needed data systems

  • Developing and applying methods for evaluating interventions and their cost-effectiveness

  • Assessing information needs for policy and program improvement

  • Producing global and country-specific materials (in print, video, or electronic formats) based on the results of research and evaluations

  • Building the capacity of institutions and health professionals to use information for program policy, planning and management

  • Expanding the use of new methods, technologies, and formats for effective communication of survey, research, and evaluation results

  • Providing a range of data collection options that can be tailored to fit specific monitoring and evaluation needs of host countries (a variety of population and facility-based surveys, secondary data analyses, and other specialized research such as qualitative, education, and gender-based studies)

Through the Monitoring and Evaluation to Assess and Use Results (MEASURE) Program including MEASURE's Demographic and Health Surveys (DHS) Program, and the Health Systems 20/20 Program, USAID is strengthening health information systems worldwide.
