Justin H. Smith, a mechanical engineer with the Office of Research Facilities' Division of Property Management who had worked in the Clinical Center, died on Sept. 14 of congestive heart failure at Beebe Medical Center in Lewes, Del. He was 74.

Justin H. Smith Smith began a long career at NIH in 1962 and retired for the first time in 1987 as a result of heart problems. During this tenure, he served for many years as chief of the heating, ventilating and air conditioning section within the Division of Engineering Services; he developed unique engineering designs to improve air flow in clean rooms and containment suites. During the energy crises of the 1970s, Smith served twice on the presidential energy conservation task force. In 1990, NIH asked Smith to return to the engineering staff as a consultant. To take advantage of his extensive knowledge of NIH facilities, he was hired to assist with the Clinical Center infrastructure renewal program. Smith retired for the second time in May 2004.

Survivors include his wife of 45 years, Kathleen; two daughters, Celine Evans of Harrisburg, Pa., and Colleen Thomas of Fairbanks, Alaska; and five grandchildren. Contributions may be made to the American Heart Association in Smith's name.
