The U.S. Fish and Wildlife Service and the city of Bloomington, Minnesota, announced the 2008 Federal Duck Stamp Art Contest winner at the Bloomington Center for the Arts on October 18. The winning acrylic painting by Joshua Spies from Watertown, South Dakota of a long-tailed duck will grace the 2009-2010 Federal Migratory Bird Hunting and Conservation Stamp.
