Overview:
Bill oversees the scientific and technical programmatic aspects of three competitive grant programs that provide funding opportunities to small businesses developing products, processes and services in the areas of:

- Biofuels and Biobased Products;

- Plant Production & Protection - Biology; and Plant Production & Protection - Engineering.

In addition to his role as a SBIR National Program Leader, Bill provides leadership in related USDA-wide and interdepartmental activities including:

- Renewable Energy and Biobased Products:

- Chair - Agricultural Bioenergy and Biobased Product Research, Education, and Extension (ABBREE) Advisory Council;

- Chair - Energy Summit Organizational Committee;

- Co-Leader USDA/REE Energy Science Strategic Plan Sustainable Ag and Natural Resource-Based Energy Production Implementation Team;

- Vice-Chair Biobased Product & Bioenergy Coordination Council (BBCC);

- Member Biomass R&D Board Interagency Feedstock Production Working Group;

- Member National Biofuels Action Plan Feedstock Team, Sustainability Subcommittee;

- and, member: Energy Council Commercialization Subcommittee.

Specialty Crops:

- Co-chair Specialty Crop Regulatory Assistance (SCRA) Program Executive Committee;

- and, Member - Specialty Crop Technology Working Group.
